You want newer construction without paying for it. 2015 is recent for income restricted housing. Most affordable senior properties in the Austin metro were built in the 1980s or 1990s. This means modern plumbing, current electrical, washer/dryer hookups in every unit, and 9 foot ceilings. You’re not getting 1985 infrastructure.

You prefer a cottage layout. Most listing sites skip this detail entirely. The Trails at Carmel Creek has two building types: a two story elevator building with the leasing office and community spaces, and single story cottage style units with carports. The limits change every year and depend on household size. If your combined household income exceeds the caps, your application gets denied. Period. Nobody in your household is 55 or older. Up to 20% of units can go to adults under 55 through HOPA, but no children allowed and that 20% pool fills up fast. If you’re under 55, ask whether any of those units are open before you do anything else. Don’t assume.

What’s Actually Nearby

The Trails at Carmel Creek sits on Carl Stern Drive in Hutto’s Carmel Creek development, near the intersection of Highways 130 and 79. The closest grocery is a Walmart Supercenter roughly 2 miles south on US-79. The H-E-B Plus is farther out at 5000 Gattis School Road (about 3.5 miles south). For closer errands, Hutto Plaza is about 0.8 miles away, and Townwest Commons is within a short drive.

Don’t expect a food scene. The US-79 corridor has chains and a few local spots. Pizza Hut and Turkish Kebabs are about the closest sit down options. Not walkable for dining.

The parks nearby are actually solid. Creekside Park and Hutto Lake Park are both close, and the community itself has landscaped courtyards with gazebos. Anytime Fitness and The Hutto Yoga Room are nearby if you want more than the onsite gym.

Medical access matters for 55+ renters. There’s a Baylor Scott & White Urgent Care right in Hutto at 120 Ed Schmidt Blvd. The nearest full hospital is Baylor Scott & White Medical Center in Pflugerville, about 7 miles away. Seton Medical Center Williamson in Round Rock is about 9 miles south.

The commute to downtown Austin is the painful one. If you or someone in your household still works in central Austin, that 35 mile drive during rush hour can stretch past an hour. Round Rock and Georgetown are much more realistic daily drives.

Neighborhood Vibe

Hutto has grown a lot over the past decade, but Carl Stern Drive still feels suburban and quiet. Newer properties have popped up around it (The Emory went up in 2021, Skymor Carmel Creek in 2024), so the area doesn’t feel isolated. But walkable? Not really. You’ll need a car for groceries, medical appointments, and most errands.

Schools are Hutto ISD, though that mostly matters for the non-senior units.

Why does a one bedroom range from $960 to $1,450? It’s not just the floor plan. The rent you pay depends on which income tier you qualify for. A 713 sq ft one bedroom at $960 is likely a 50% AMI restricted unit. A similar sized unit at $1,200+ may be a 60% AMI or market rate unit.

There are no concessions to calculate here. The property isn’t running specials because the rents are already restricted through the LIHTC and HOME programs. What you see listed is what you pay. This is different from market rate properties where “2 months free” changes the real monthly cost.

Screening Criteria

Screening at The Trails at Carmel Creek works differently than at a standard market rate apartment. There are two hurdles. First, do you qualify for the program (income and age)? Second, would you pass the background check (credit, criminal, rental history)?

Hurdle 1: Do You Qualify for the Program?

These numbers change every year and depend on how many people live in your household. Based on FY 2026 HUD limits, a single person can earn up to $47,050 (50% AMI) or $56,460 (60% AMI). Income minimum: If you’re not on Section 8 or another rental assistance program, you need to show income of at least 2.5x your share of rent (or $2,500 a year, whichever is more).

What you’ll need to bring: 2 months of consecutive pay stubs, Social Security award letters, pension statements, 401(k) withdrawal documentation, or other proof of income. If you’re self-employed, they’ll want last year’s tax return with Schedule C. Everything has to be current within 120 days of move in.

What Residents Praise

When residents name specific staff in reviews, that tells you something. Carlos got called out by Sondra for being “knowledgeable, professional, and always polite.” Multiple reviews mention helpful management. And one resident who’s been there since 2016 called the place “beautiful.”

But the review that stuck with me was Janie’s. She noticed recent improvements: “A business place like this that offers a great living experience should began with the first time you open your doors to the public with a welcoming atmosphere and I now feel that you have accomplished that now.” That reads like someone who saw problems get fixed.

What Residents Criticize

Management turnover is the big one. Kathy’s review spells it out: “The only problem I have is the turnover in managers. I feel that corporate must not give them the support and the training they need to stay.” That’s 9 of 36 reviews touching on management in some form. On Indeed, multiple DMA employees describe “extremely low pay,” “company has no budget and cannot keep up with needed repairs,” and “frequent personal changes.” One Austin area employee wrote that “management doesn’t care about employees or provide basic resources to do their job.” That lines up directly with what Kathy described from the resident side.

The worst review is Sue’s. She described a pest control incident that resulted in “poisoning of apartment per doctors orders” and spent “seven months of treatments to overcome their negligence.” One review. But it’s detailed and serious. And DMA didn’t respond to it publicly.

And then there’s Erin, who scheduled a tour and showed up to find zero employees anywhere on site. No call before or after to apologize or reschedule.

How Management Handles Reviews

DMA responds to most reviews, but the responses read like they came from the same template. “Thanks for visiting The Trails at Carmel Creek! It means so much when customers…” shows up word for word on multiple replies. When residents raise specific complaints, the responses nod at the issue but don’t say what they’re going to do about it. Sue’s pest control complaint? No public response at all.


The Uncomfortable Truth

The Pest Control Incident Is Documented

Sue’s review describes a pest control situation where her apartment was “poisoned per doctors orders” and she spent seven months in treatment. DMA didn’t respond publicly. Whether this was a one-time failure or a bigger problem, it’s the kind of incident that should be on your radar. Ask the current management team directly about how they handle pest control and who does the spraying before signing a lease.

The Waitlist Changes Everything About Your Timeline

You can’t walk in, apply, and move in next month at most income restricted properties. At Carmel Creek, fully completed applications go on a priority waitlist. If the income tier you qualify for has no open units, you wait. If you turn down 3 offers, DMA can pull you off the list. The Trails at Carmel Creek offers something that’s genuinely hard to find in Williamson County: 2015 construction senior housing at income restricted rents, with low fees, included utilities, and community programming that actually means something (theater nights, arts studio, food pantry, exercise classes).
