12 Weeks Free on a Brand-New Build — What’s the Catch? For Rent

  • $1320-$2575

The Bower Apartments Austin Review: New Construction at 23% Off — Here’s What You’re Actually Signing Up For

Twelve weeks free on a brand new building. That’s the headline at The Bower right now, and it’s worth doing the math on. A 1BR that lists at $1,320/month drops to $1,016/month net effective. That’s new construction in Pflugerville for roughly what you’d pay at a 15 year old property in the same zip code. As a licensed Texas REALTOR (TX #679806) who tracks Austin area pricing daily, I can tell you that number caught my attention. So did the 4.9 Google rating across 63 reviews.

But here’s what the listing sites won’t tell you. The Bower has income-based units mixed in with market rate ones. The mandatory monthly fees aren’t obvious until you dig. And 12 weeks free means they’re still filling units. That’s a mix worth digging into. This review breaks down the actual costs, what the screening actually looks like, and what 110 reviews across four platforms are saying about life at a property that’s barely a year old.

That 4.9 on Google is one of the highest I’ve seen for any apartment in the Austin area, but it’s also only 63 reviews deep. More on what those reviews actually say below.

Best For

You’re relocating from out of state and want a known management company. Greystar is the largest apartment manager in the country. If you’re leasing sight unseen from California or New York, you know what you’re getting: an online portal, a responsive leasing team, and people who are used to working with renters who haven’t been here in person. One Google reviewer leased from out of state and said the apartment was better than they expected when they showed up.

You want new construction without new construction pricing. The 12 weeks free special drops effective rents well below what nearby competitors charge for this kind of building. A 1BR here nets out to roughly $1,016/month. That’s hard to beat for a 2025 build with a pickleball court and coworking spaces.

You qualify for the attainable housing program. Some of The Bower’s units are set aside at lower rents for people who earn under a certain income. If your household brings in under $107,040 (Tier 1) or $187,320 (Tier 2), you could qualify for lower rent on the same floor plans. That’s something most listing sites don’t even mention.

You primarily speak Spanish. Roughly a quarter of the reviews I pulled are in Spanish, and a bunch of reviewers call out the leasing team for being able to work with them in their language. That matters when you’re signing a 12 month lease and need to understand every line.

Skip If

You need to be close to downtown Austin. The Bower is in Pflugerville, about 14 miles northeast of downtown. Rush hour on I-35 or 130 can push your commute to 30–45 minutes depending on your route. If your daily commute is south of the river, this location will wear on you.

You’re sensitive to rising monthly charges. At least one resident review calls out rent increases and high amenity charges after the initial lease. The flat mandatory fees here ($34.38/month) are actually lower than most Greystar properties I track. But the variable utility costs (billed through a third party) are separate, and nobody can tell you exactly what those will run until you’re living there.

Your dog is a restricted breed. Rottweilers, Dobermans, Pit Bull Terriers, Staffordshire Terriers, Chows, Presa Canarios, Akitas, Alaskan Malamutes, Wolf Hybrids, and any mix of those breeds are prohibited. If you’ve got one of those breeds, check our guide to Pflugerville apartments for options with fewer breed restrictions.

You expect a fully stabilized community with years of track record. The Bower opened roughly a year ago. The early reviews are strong, but the property is still filling units. Whether maintenance holds up over time, what renewal pricing looks like, whether the staff sticks around — none of that’s been tested yet.

Where It Actually Is

What’s Actually Nearby

The Bower sits on E Olympic Drive in Pflugerville, just east of Dessau Road and north of Pflugerville Parkway. Daily errands are close. H-E-B on Pecan Street is about 1.5 miles away (5 minute drive). There’s also a Walmart Supercenter and several restaurants within 2 miles along Pecan Street and Dessau Road.

For groceries beyond H-E-B, a Costco and Target are about 4 miles south near Tech Ridge. Stone Hill Town Center, Pflugerville’s main shopping hub, is roughly 3 miles east with restaurants, retail, and a movie theater.

Outdoor access is a real plus here. Lake Pflugerville is about 4 miles northeast, with 180 acres for swimming, fishing, and kayaking. Pflugerville has over 40 miles of trails throughout the city, and there are parks within 2 miles in every direction.

Pflugerville Elementary School is half a mile away with a GreatSchools rating of 7/10. It’s zoned for Pflugerville ISD.

Commute Math

Destination Off-Peak Rush Hour
Downtown Austin 20–25 min 35–50 min
The Domain / Apple Parmer 12–15 min 20–30 min
Dell Technologies (Parmer) 10–15 min 15–25 min
Samsung Austin Semiconductor 15–20 min 25–35 min
Austin-Bergstrom Airport 30–35 min 45–60 min
Round Rock (I-35 corridor) 10–15 min 15–20 min

The tech corridor commute is the selling point. Dell, Apple, Samsung, and Amazon all have major operations within 15 miles. If your job is north of downtown, the drive is manageable. South of the river? You’re fighting I-35 traffic both ways.

Capital Metro’s nearest rail station (Howard Station) is about 5.8 miles away. The Walk Score here is 29 out of 100, which means you’ll need a car for basically everything.

Neighborhood Reality

Pflugerville along Dessau Road is all suburbs. You’re not walking to things here. The immediate area around Olympic Drive is newer apartments and houses. Brio, The Bower’s sister property (also Greystar), is just down the street at 705 E Olympic.

The area is quiet by Austin standards. You won’t hear bar noise or foot traffic late at night. You will hear highway noise if your unit faces the main road, and construction noise from ongoing development nearby.

Net Effective Rent: The Math

Here’s where it gets interesting. The 12 weeks free special is the biggest driver of value at The Bower right now. Let me show the full calculation on the most common floor plan.

A1 (1 BR/1 BA, 701 sq ft) at $1,320 base rent on a 12 month lease:

  • 12 weeks free = 84 days free
  • Lease term = 365 days
  • Daily multiplier = (365 – 84) / 365 = 0.7699
  • Net effective rent = $1,320 × 0.7699 = $1,016/month
  • Monthly savings = $1,320 – $1,016 = $304/month
  • Annual savings = $3,648

On the 2 BR B2 at $1,860:

  • Net effective = $1,860 × 0.7699 = $1,432/month
  • Monthly savings = $428/month

That’s a 23% discount. On new construction.

The catch? The special requires moving in by end of August, and these rates apply to the initial lease term only. Nobody knows what renewal pricing looks like yet because the property is only a year old.

Fee Breakdown

Required Fees (One-Time):

Fee Amount
Application fee $100/applicant (nonrefundable)
Admin fee $250/unit (nonrefundable)
Security deposit $500 (refundable)
Pet fee $300 one-time per pet

Mandatory Monthly Fees:

After the FTC sued Greystar in January 2025 for hiding mandatory fees, Greystar started including flat fees in their advertised “Total Monthly Leasing Price.” (About time.) At The Bower, that adds $34.38/month above base rent. Here’s what that breaks down to, per Homes.com’s current fee data:

Fee Monthly Amount
Doorstep Trash (valet) $25.00
Pest Control $5.00
Trash Administrative Fee $3.00
Stormwater/Drainage Admin $1.38
Total flat mandatory fees $34.38/month

One thing to clear up: ApartmentGuide was listing a $95/month “Smart Home Services” fee for this property. That fee doesn’t appear on Homes.com’s current breakdown or on The Bower’s own website. I’d still ask the leasing office to confirm your total monthly before signing, but $34.38 is what the numbers show right now.

Utilities (all based on usage, none included):

You’re responsible for electric (billed through a third party), water/sewer, and internet. Budget $115–$170/month for utilities on a 1BR based on what I see at other Greystar properties in this area.

Optional Monthly Fees:

Fee Monthly Amount
Pet rent $25/month per pet
Garage parking $125–$175/month
Renters insurance (property program) $14.50/month
Credit reporting $4.95/month

True Monthly Cost Scenario

A renter in the A1 (1 BR) at $1,320 base rent, with one pet, no garage:

Item Monthly Cost
Base rent $1,320
Mandatory monthly fees $34.38
Pet rent (1 pet) $25
Estimated utilities $115–$170
Estimated true monthly cost $1,494–$1,549

That’s $174–$229/month above the advertised base rent. The net effective math on the special still makes it a good deal during the initial lease. But know what you’re signing up for at renewal when the free weeks are gone and you’re paying full price.

Screening Criteria

Income Requirement

Greystar properties across Austin typically require 3x gross monthly income based on base rent. Fair warning: The Bower’s website doesn’t publish a specific multiplier. But based on what I’ve confirmed at other Greystar communities (Platform, Coldwater, The Bouldin, Trillium Terrace), 3x is the standard. Confirm with the leasing office before you apply.

Floor Plan Base Rent Monthly Income Needed (3x) Annual Income Hourly (40 hrs/wk)
A1 (1 BR) $1,320 $3,960 $47,520 $22.85
A3 (1 BR) $1,420 $4,260 $51,120 $24.58
B2 (2 BR) $1,860 $5,580 $66,960 $32.19
C1 (3 BR) $2,570 $7,710 $92,520 $44.48

For the attainable housing units, it works the other way. You need to earn below a certain threshold: $107,040 (Tier 1) or $187,320 (Tier 2). If you’re applying for one of those units, the income rules are different. Ask the leasing office how it works for the income-based plans.

Credit Expectations

Greystar doesn’t publish a minimum credit score. Based on what I see at their other Austin properties, here’s how it typically plays out:

  • 620+ credit: Standard approval, $500 security deposit
  • 580–619 credit: Approval possible, same $500 deposit based on what’s listed now (though Greystar can bump the deposit if your screening comes back borderline)
  • Below 580: Likely denial at a property like this

If you’re below 580, this probably isn’t your community. Check our second chance apartments page for properties with more flexibility.

Denial Triggers

Based on Greystar’s standard screening (which I’ve seen at their other Austin properties):

  • Active property debt (money owed to a previous apartment community)
  • Evictions within the past 3–5 years (Greystar doesn’t publish how far back they look at this property, so ask the leasing office before you apply)
  • Certain felony convictions (depends on the type and how long ago)
  • Fraudulent application information
  • Not enough income to hit the 3x rent threshold

Application Process

  1. Apply online through the property’s website ($100/applicant)
  2. Greystar handles the screening (typically takes 24–48 hours)
  3. Approval or denial, with deposit amount if approved
  4. Sign the lease and schedule your move-in date

Here’s what separates working with a locator from applying blind: I can tell you whether your income, credit, and rental history are likely to pass The Bower’s screening before you spend $100 finding out. If The Bower looks tight for your situation, I know which nearby communities have more flexibility. Call or text me.

Resident Reviews Decoded

I pulled 110 reviews across four platforms: 63 on Google (4.9 rating), 45 on ModernMsg (4.7 rating), 1 on ApartmentRatings (5.0 rating), and 1 on RentCafe (5.0 rating).

I also checked eight other platforms (Yelp, Apartments.com, ApartmentList, Facebook, ForRent, ApartmentHomeLiving, Birdeye, VeryApt). None had reviews yet. That’s normal for a property that’s been open about a year.

Pattern Analysis

Theme Mentions Trend Source
Staff praise (Alfonso, Amy, Arial, Lilli, Kenny) 60+ of 110 reviews → Steady positive Google, ModernMsg
Clean, well maintained property 25+ of 110 → Steady Google, ModernMsg, RentCafe
Amenities quality (pool, pickleball, gym, coworking) 15+ of 110 → Steady positive Google, ModernMsg

What I Noticed

The staff is the story. Alfonso Cardenas shows up in more than 20 reviews by name. Amy Ortiz appears in 10+. Arial (the property manager) and Lilli (assistant manager) get repeated praise. Kenny on the maintenance team gets called out in 3–4 reviews for being responsive and professional. That level of praise by name across 110 reviews is unusual. It tells me the leasing team actually cares, not just collecting reviews.

Management responds to everything. Every single review I read had a management response. The responses are a bit canned, but they reference the reviewer by name and touch on specific points. That’s above average.

The one negative Google review matters. Ana Beatriz Pereira (1 month ago) called her time at The Bower “extremely disappointing.” Management says they sat down with her to talk about it. One negative review out of 63 doesn’t make a pattern, but it’s worth watching because the property is still new enough that problems are just starting to surface.

Jeremy’s 3-star ModernMsg review (2 days ago) is a signal. He writes that things “started out great but as the community filled up” everything “has consistently gotten worse” and mentions his first maintenance request. That’s the kind of feedback that shows up at properties in their second year, when the honeymoon phase ends and you start seeing how things actually run day to day.

The Uncomfortable Truth

No listing site will write this section. I’m not trying to kill the deal. I want you to know what you’re signing up for.

1. The Mandatory Fees Are Clear, But the Variable Costs Aren’t

The good news: The Bower’s flat mandatory fees are $34.38/month. That’s lower than most Greystar properties I’ve reviewed in Austin.

But what about utilities? Electric runs through a third-party billing service. Water/sewer and stormwater drainage are on top of that. None of those costs are published until you’re living there. At other Greystar properties in this area, utilities run $115–$170/month for a 1BR. And third-party utility billing means you’re paying a middleman, not the utility company directly.

2. You’re Renting a Track Record That Doesn’t Exist Yet

A year of operation isn’t enough to know how this property will handle renewal pricing, major maintenance issues, or staff turnover. The reviews are strong now, but they mostly reflect the honeymoon period you see at any new building.

Jeremy’s recent review about declining service as the building fills up is exactly the kind of trend shift I watch for. I’m not saying it’ll get worse. I’m saying you can’t prove it won’t.

3. The Special Is Doing Heavy Lifting

Twelve weeks free on a 12 month lease is aggressive. It drops your effective rent 23%. But that special exists because they’re still leasing up the property. When your lease ends and the building is full, your renewal offer won’t include 12 weeks free. If the base rent holds at $1,320 and you add $34.38 in mandatory fees plus $140 in estimated utilities, your true monthly cost at renewal is around $1,494. Compare that to the $1,016 net effective you’re paying now. That’s a 47% jump in what actually comes out of your account each month.

FAQ

Is The Bower in Austin or Pflugerville?

Pflugerville. The address is 404 E Olympic Dr, Pflugerville, TX 78660. It’s about 14 miles northeast of downtown Austin, zoned for Pflugerville ISD. Your mailing address and utility providers will be Pflugerville, not Austin.

Does The Bower have income restricted apartments?

Yes. Some of The Bower’s units are set aside at lower rents for people who earn under a certain income. Tier 1 caps at $107,040 and Tier 2 caps at $187,320 annual household income. Call the leasing office and ask about qualifying for the income-based units.

What is the pet policy at The Bower?

Breed restrictions apply: Rottweilers, Dobermans, Pit Bulls, Staffordshire Terriers, Chows, Presa Canarios, Akitas, Alaskan Malamutes, Wolf Hybrids, and any mix. Pet costs are $300 one-time fee plus $25/month rent per pet. One thing to sort out before you apply: some listing sites show a 1 pet maximum, others say 2. Call the leasing office and ask for the current limit.

Does The Bower have a washer and dryer in the unit?

The property lists “W/D in Select Units.” If a washer/dryer matters to you, confirm it’s included in your specific unit before you sign.

How much is parking at The Bower?

Carports and detached garages are available. Garages run $125–$175/month. Carport pricing isn’t listed anywhere online, so ask the leasing office.

What school district is The Bower in?

Pflugerville ISD. Pflugerville Elementary (GreatSchools 7/10) is half a mile away. Timmerman Elementary is 1 mile, and Wieland Elementary is 1.1 miles.

Who manages The Bower?

Greystar. They’re the biggest apartment management company in the country and run thousands of properties. Other Greystar properties in Austin include Platform, Coldwater, The Bouldin, Trillium Terrace, The Lola, and dozens more.

Is The Bower a good apartment for Dell or Apple employees?

Yes, the location works well for north Austin tech employers. Dell’s Parmer Lane campus is 10–15 minutes away. Apple’s campus off Parmer is 12–15 minutes. For more options, check out our apartments near Dell on Parmer ranking.

What’s the current special at The Bower?

As of August 2026, 12 weeks free on 1, 2, and 3 bedroom floor plans if you move in by the end of August. Minimum lease term required. Plus a gift card offer. Confirm availability and exact terms with the leasing office.

The Bottom Line

Here’s where I land on The Bower. The math works right now. New 2025 construction, strong early reviews (4.9 on Google), a bilingual leasing team that residents genuinely like, and a 12 weeks free special that drops a 1BR to $1,016/month net effective. Add the income-based units for people who qualify, and this property offers something most Pflugerville competitors don’t.

But there’s a flip side. One year isn’t long enough to know how Greystar will handle renewals, whether the base rent stays stable, or if the early maintenance responsiveness holds as the building hits full occupancy.

This property makes sense if you want new construction in Pflugerville at a discount, you can lock in the 12 weeks free before the deadline, your commute is north of downtown (tech corridor), or you qualify for the attainable housing program.

This property doesn’t make sense if you work south of the river, you need to know exactly what utilities will cost before signing, you have a restricted breed dog, or you need a proven track record before committing to a lease.

Honest take: if you can lock in the special and your credit and background check out, The Bower is one of the better new construction values in the Pflugerville area right now. Just go in with your eyes open about what renewal looks like when the free weeks disappear and you’re back to paying the full monthly number.

Need Help Deciding?

I don’t charge you anything. I’m paid a referral fee from the property’s advertising budget, and your rent is the same whether you use a locator or apply on your own. I can pre-screen your income, credit, and rental history against The Bower’s criteria before you spend the $100 application fee. If it’s not a fit, I’ll point you to communities where your profile works better.
