The Subsidized Property East Austin Keeps Waitlisting For For Rent

Lupine Terrace Apartments Austin Review: Subsidized Housing in East Austin’s Hottest Corridor

Lupine Terrace shows up every time someone searches for affordable apartments in East Austin’s 78721 zip code. The listing sites show rents of $1,290 to $1,790 and move on. What they don’t tell you is that number is almost irrelevant. This is a HUD Section 8 property where your rent is based on your income, typically 30% of your adjusted monthly income. Some residents pay as little as $25 a month.

I’ve been tracking Austin’s rental market across 1,000+ properties for years, and Lupine Terrace is one of the few subsidized communities in East Austin that just completed a full renovation in 2024. Income-based rent plus updated units in a gentrifying corridor? That’s a combination worth understanding. But here’s what listing sites won’t tell you: the 3.7 Google rating masks real noise issues, the only way in is from Springdale Road (not Gunter Street), and there’s a waitlist you need to plan around.

Quick Facts: Lupine Terrace Apartments

Detail Info
Address 1137 Gunter St, Austin, TX 78721
Year Built / Renovated 1966 / 2024
Total Units 140 units (27 one-bedroom, 53 two-bedroom, 50 three-bedroom)

Management Capital Realty Advisors
Rent Structure Income-based (typically 30% of adjusted monthly income)
HUD Contract Rents $1,290 (2BR) to $1,790 (1BR) per locator database. The 1BR being priced higher than the 2BR looks like a data entry mix-up. Call the leasing office to confirm.
Application Fee $0
Admin Fee $0
Pet Policy No pets allowed
Utilities Included All utilities included (gas, water, trash, electricity)
Lease Term 12-month minimum
Google Rating 3.7 stars (47 reviews)
Smoke-Free Yes, entire property

A few things jump out. The $0 application fee and $0 admin fee are unusual for Austin, where most properties charge $50 to $100 just to apply and another $150 to $300 in admin fees. The no-pet policy is a hard stop for a lot of renters. And those contract rents listed above represent the maximum HUD will pay, not what you’ll actually owe each month.

Best For / Skip If

Lupine Terrace Makes Sense If…

You qualify for HUD income limits and need a recently renovated unit. Most subsidized housing in East Austin is stuck in the 1970s and 1980s without any real updates. Lupine Terrace completed a renovation in 2024 that included fresh paint, updated bathrooms, and improved grounds. Subsidized housing with modern finishes in this part of Austin? Good luck finding another one.

You need to be in East Austin near Springdale Road and 78721. Lupine Terrace sits less than a mile from the Springdale Road corridor, which has become one of the most active development zones in Austin. Govalle Elementary is the assigned school. Martin Middle School and Eastside Memorial High School serve older students. If your work, school, or support network keeps you in this part of town, the location works.

You want all utilities included in your housing cost. Gas, water, trash, and electricity. All covered. At a standard apartment, those run $150 to $250 per month on top of rent. When your rent is already set by your income, not paying a separate electric bill changes everything.

You need washer/dryer hookups without paying market rent. Both the one-bedroom and two-bedroom floor plans include fullsize W/D connections. That’s uncommon in subsidized housing, where shared laundry rooms are the norm. You’ll need to bring your own machines, but the hookups are there.

Skip Lupine Terrace If…

You have a pet. No pets allowed. Period. If you have a dog or cat, this property won’t work. (Emotional support animals and service animals are protected under federal law regardless of pet policies, but you’ll need proper documentation. Talk to the leasing office about how that works.) Check our East Austin apartments guide for pet friendly options in 78721 and surrounding zip codes, or see our verified list of apartments that allow large dogs if breed restrictions have been a problem elsewhere.

Noise at night is a dealbreaker for you. Screaming and fighting at 2:30 AM. Loud music at 7 AM. Those aren’t one-off complaints. Out of 47 Google reviews, noise and neighbor behavior came up repeatedly. This is 1966 construction. 140 units. The 2024 renovation updated the finishes, not the walls. Sound insulation from that era doesn’t meet current standards, and no amount of new paint fixes that.

You need immediate availability. Both listed floor plans currently show as unavailable. HUD subsidized properties in Austin almost always have waitlists. Getting into Lupine Terrace could take weeks or months depending on unit turnover and your household size. Don’t wait until you’re in a housing crisis to apply. Get on the list now.

You earn above HUD income limits. This isn’t a regular rental property. You need to qualify under HUD income thresholds for the Austin metro area. If your household income exceeds those limits, you won’t be eligible regardless of how much you want to live here.

Location Deep Dive

What’s Actually Nearby

Lupine Terrace sits on Gunter Street in the Govalle neighborhood of East Austin, just south of where Springdale Road crosses MLK Boulevard. Fair warning: the address says Gunter Street, but the vehicle gate on Gunter is locked. Your actual access point is from Springdale Road. This trips up delivery drivers, rideshare drivers, and first-time visitors constantly, and it’s worth knowing before you go.

Your closest grocery run is the H-E-B on East 7th Street (about a mile west, a 3-minute drive). Fiesta Mart on North I-35 near 38th Street is about 2 miles north. For quick errands, there are convenience stores and taquerias along Springdale Road within a short walk or drive.

The M.L. King Jr. MetroRail station is under a mile away, giving you Red Line access to downtown and north Austin. Capital Metro bus routes run along Springdale Road and MLK Boulevard. This isn’t a location where you can walk to everything, but transit access is better than most of East Austin outside the 78702 core.

Govalle Park is right around the corner if you need green space. Roy G. Guerrero Colorado River Park is about 2 miles south along the river, with trails and river access that most of Austin doesn’t know about.

The Commute Math

Destination Distance Off-Peak Rush Hour
Downtown Austin ~4 miles 10-15 min 20-30 min
Austin-Bergstrom Airport ~9.5 miles 15-20 min 25-35 min
UT Austin Campus ~4.5 miles 12-18 min 25-35 min
Mueller / Dell Children’s ~3 miles 8-12 min 15-20 min
The Domain / North Austin ~12 miles 20-25 min 40-55 min

Route notes: You’ll primarily use MLK Boulevard or East 7th Street heading west to reach downtown and I-35. The Springdale/Airport corridor connects you north toward Mueller. Rush hour on I-35 can double your commute to anything north of the river.

Neighborhood Vibe

Realtor.com ranked 78721 among the fastest-gentrifying zip codes in America. New construction is going up along Springdale Road and Bolm Road at a pace that would have been unthinkable five years ago. The Goodwin (2025 construction) is literally 0.08 miles from Lupine Terrace. Pearl Springdale (also 2025) is 0.11 miles away with rents up to $4,450.

That context matters. Lupine Terrace exists in a neighborhood where $2,500+ apartments are going up next door. The gentrification pressure on this corridor is real. Subsidized housing here? It’s rare now. It’ll be rarer in five years.

The area still has an industrial feel in spots. You’ll see auto shops and warehouses mixed with new development. It’s not polished, and listing sites that describe it as “quaint” or “historic” are overselling the current reality. It’s a neighborhood in transition, and that comes with construction noise, streets that look different every few months, and a character that shifts block by block.

Pricing and True Cost

How Rent Works at Lupine Terrace

This is where Lupine Terrace diverges from every other apartment review I write. There’s no net effective rent calculation here because your rent isn’t based on a listed price. It’s based on your income.

How HUD Section 8 Project-Based rent works:

  1. The property looks at your gross household earnings and subtracts eligible deductions (dependents, elderly/disability, medical expenses if you qualify)
  2. Your rent is set at 30% of that adjusted number
  3. HUD pays the difference between what you owe and the contract rent directly to the property

Example scenarios:

Adjusted Monthly Income Your Monthly Rent (30%) HUD Pays the Rest
$1,000 $300 Property receives balance up to contract rent
$1,500 $450 Property receives balance up to contract rent
$2,000 $600 Property receives balance up to contract rent
$500 $150 Property receives balance up to contract rent

The contract rents listed in the property data ($1,290 for a two-bedroom, $1,790 for a one-bedroom) represent the maximum amount HUD will subsidize. You never pay that full amount yourself.

What’s Included vs. What You Pay

Item Amount Notes
Application Fee $0 Free to apply
Admin Fee $0 No administrative fees
Security Deposit Typically one month’s tenant rent portion HUD policy caps security deposits for subsidized units
Gas Included Property pays
Water Included Property pays
Trash Included Property pays
Electricity Included Property website confirms all utilities included
Renter’s Insurance Tenant expense Typically $15-$30/month

The $0 application fee alone saves you $50 to $100 compared to most Austin apartments. No admin fee saves another $150 to $300. That matters when money is tight.

Floor Plans

Type Bed/Bath Sq Ft W/D Availability
Flat 1BR / 1BA 660 Fullsize Connection Unavailable
Flat 2BR / 1-2BA 725-742 Fullsize Connection Unavailable
Flat 3BR / 1BA 934-952 Fullsize Connection Unavailable

Fair warning on the data: the locator database shows the 2BR as 2BA at 725 sqft, while ApartmentHomeLiving lists it as 1BA at 742 sqft. The property website also mentions studio apartments that aren’t in the locator data. Call the leasing office at (512) 929-7288. Office hours are Monday through Friday, 9 AM to 5 PM. Screening Criteria

HUD Income Eligibility (Not the Usual Screening)

Screening at Lupine Terrace works differently than most apartments. Instead of needing to earn enough income (the standard 3x rent), you need to earn under the HUD income limits for the Austin metro area.

HUD income limits change every year. For the Austin-Round Rock metro, Section 8 eligibility is based on Area Median Income (AMI). You generally need to be at or below 50% of AMI. Some units target households at 30% AMI or below.

As of June 2026, the FY2026 income limits for the Austin-Round Rock metro (Median Family Income: $134,400) are:

Household Size Very Low Income (30% AMI) Low Income (50% AMI)
1 person $28,250 $47,050
2 persons $32,250 $53,800
3 persons $36,300 $60,500
4 persons $40,300 $67,200
5 persons $43,550 $72,600
6 persons $46,750 $78,000

Source: Travis County HUD CDBG Income Limits, effective June 1, 2026. These update every year. Call the property to find out which tier you need to be under for the units they have available.

What Gets You Approved

Unlike private apartments where 650+ credit gets you smooth approval everywhere, HUD properties focus on:

  • Income eligibility (must be under the limit, not over it)
  • Rental history verification
  • Background check (HUD has specific guidelines, not the same as private market screening)
  • Legal residency documentation

What Gets You Denied

Here’s what will get you turned down:

  • Owing money to a previous HUD-assisted property
  • Conviction for manufacturing methamphetamine in federally assisted housing
  • Lifetime registered sex offender status
  • Being subject to a state lifetime sex offender registration
  • Drug-related or violent criminal activity (though HUD requires properties to look at the details of your case, not just auto-decline)

Here’s what’s different from private market screening: HUD issued guidance in 2016 discouraging blanket criminal background denials. Properties have to actually look at what happened, when it happened, and how serious it was. That’s a different standard than the private market. A felony from five years ago might get you auto-declined at 60% of Austin apartments. At a HUD property, they can’t just check a box and decline you.

Application Process

  1. Call the leasing office at (512) 929-7288 or email fmartinez@prgnmgmt.com
  2. Complete a HUD application (different from a standard rental application)
  3. Bring income docs, ID, and Social Security info for everyone in your household
  4. Wait for them to verify everything and make a decision
  5. If you qualify, you’ll likely go on a waitlist unless a unit happens to be open

The process takes longer than a standard rental application. Plan for weeks, not days.

What a Locator Can Do Here

Let me be upfront: Lupine Terrace does not pay locator referral fees. My service is free to renters because apartment communities typically pay me from their marketing budget. This property doesn’t participate in that system.

But I can still help you in two ways. First, I can tell you whether you’re likely to qualify before you invest the time in a full HUD application. Second, if Lupine Terrace doesn’t work out, I know which other East Austin properties have flexible screening or income-restricted units.

Pest issues (roaches, rats) 1 review Pre-renovation (2015) ApartmentHomeLiving

I searched Google, ApartmentHomeLiving, ForRent, Yelp, Apartments.com, ApartmentFinder, Birdeye, ModernMsg, Facebook, and BBB for reviews on this property. The reality: almost nothing exists outside of Google. ApartmentHomeLiving has one review from 2015. Yelp’s page is up but empty. Every other platform came up blank.

So 47 Google reviews are carrying nearly all the signal. That limits how confident I can be about patterns. But here’s what those 47 reviews tell me.

What Stands Out Positively

The management team gets specific callouts. Gisselle was praised by name for keeping the property “in great shape.” The five-star reviews keep coming back to clean, spacious units, especially since the 2024 renovation. Updated bathrooms and well-kept grounds come up again and again.

Reviews written after the renovation are noticeably more positive about how the place looks and feels. The work made a visible difference.

What Keeps Coming Up Negatively

Noise is the consistent complaint. Screaming and fighting at 2:30 AM. Excessively loud music starting at 7 AM. In a 140-unit community built in 1966, sound carries through the walls. No renovation fully fixes that.

Maintenance gets mixed marks. Quick response times in some reviews. “Nothing gets fixed in a timely manner” in others. Water shutoffs “almost every month” came up in one review. In a 1966 building, that probably means old pipes.

The one ApartmentHomeLiving review (from 2015, well before the renovation) mentioned roaches and rats and called management unresponsive. That’s over a decade old, and the 2024 renovation might have fixed some of that. But pest issues in 1966 construction are structural. New paint doesn’t seal the gaps where pests get in. Ask the leasing office about pest control if this worries you.

The property access confusion came up in Google reviews too. A delivery driver gave one star because the address says Gunter Street but the gate on that street is locked, and the only way in is from Springdale Road. That’s not a maintenance issue. It’s a signage problem that affects every visitor, delivery driver, and first-time guest.

How Management Responds

Every Google review has a management response. That’s better than most properties. But every single response follows the same template directing people to email crg.asset@gmail.com. Five-star review? Same template. One-star review? Same template.

At least they respond. I’ll give them that. But a copy-paste reply to every complaint doesn’t tell me management is actually listening.

The Uncomfortable Truth

No listing site will write this section. I’m not trying to scare you away from Lupine Terrace. I want you to know exactly what you’re signing up for.

The 1966 Construction Still Matters, Even After the Renovation

Lupine Terrace got a renovation in 2024. That’s real and it improved the property. But renovations address finishes, not bones. The walls, the plumbing, the wiring: those are all still 1966. Water shutoffs almost monthly. Noise bleeding through walls. Those are structural issues that new paint and updated bathrooms don’t fix. Ask the leasing office what exactly the renovation covered and what it didn’t.

The Pet Ban Eliminates a Large Chunk of Renters

Most Austin renters have pets. A strict ban at a 140-unit property knocks out a huge number of people who’d otherwise consider this place. If you’re considering Lupine Terrace and have a pet, look at other options in the Springdale corridor. The Goodwin, Pearl Springdale, and other nearby communities accept pets, though at market-rate pricing.

The Waitlist Is Real and Unpredictable

Both listed floor plans show as unavailable. That’s normal for HUD subsidized housing in Austin. Way more people want in than there are units. You could wait weeks or months. The City of Austin’s AHOST tool lists income-restricted properties, but they don’t publish how long you’ll actually wait. If you need housing now, have a backup plan. If you can plan ahead, get on the list early.

No Locator Referral Means You’re on Your Own

At properties that work with locators, I can call the leasing office directly, check on your application status, and push for answers. Lupine Terrace doesn’t participate in the locator referral system. You can still live there. You’ll just handle the application process with the management team yourself.

Pest History Is Worth Asking About

A 2015 ApartmentHomeLiving review mentioned roaches and rats. That was before the 2024 renovation, and things may be better now. But pest problems in buildings from this era are often structural: gaps in foundations, pipes coming through walls, spaces between units that were never properly sealed. A fresh coat of paint doesn’t fix that. Before signing, ask the leasing office what pest control looks like and how often the property gets treated.

FAQ

Is Lupine Terrace a Section 8 property?

Yes. Lupine Terrace is part of HUD’s Project-Based Section 8 program. Rent is income-based, typically 30% of your adjusted monthly income. You don’t need your own Housing Choice Voucher because the subsidy is attached to the property itself.

Does Lupine Terrace allow pets?

No. No dogs, no cats, no exceptions under the standard pet policy. Service animals and emotional support animals are protected under federal Fair Housing law, but you’ll need proper documentation. Talk to the leasing office about their process.

What utilities does Lupine Terrace include?

All of them. Gas, water, trash, and electricity are covered as part of the HUD Section 8 program. That’s confirmed on the property website. When your rent is already income-based, not getting a separate electric bill is a big deal.

When was Lupine Terrace renovated?

  1. The building went up in 1966, and the renovation covered exteriors, bathrooms, and common areas. But plumbing, electrical, and wall construction still date to the original build. Finishes are new. Bones are not.

How do I apply to Lupine Terrace?

Visit the management office or call (512) 929-7288. You’ll need income docs, ID, and Social Security info for everyone in your household. This isn’t a quick online application. Plan for it to take longer than you’d expect.

What is the income limit to qualify?

You must earn below HUD’s income limits for the Austin-Round Rock metro area. For FY2026, a single person needs to earn under $47,050 (50% AMI) or under $28,250 (30% AMI). A household of four: under $67,200 (50% AMI) or under $40,300 (30% AMI). These limits update annually. Check the Travis County income eligibility page for the latest figures.

Is there a waitlist?

Almost certainly. Both listed floor plans show as unavailable right now. Subsidized housing in Austin has more demand than supply, and that’s been true for years. Get on the list early. Don’t wait until you need to move next week.

What school district serves Lupine Terrace?

Austin ISD. Assigned schools are Govalle Elementary, Martin Middle School, and Eastside Memorial High School.

Does Lupine Terrace have laundry?

Units have fullsize washer/dryer connections, so you can bring your own machines. Each building also has shared laundry facilities on site.

How do I get to Lupine Terrace?

The address says Gunter Street, but the vehicle access gate is on Springdale Road. The Gunter Street gate is locked. If you’re visiting for the first time, driving for a rideshare, or making a delivery, use Springdale Road.

The Bottom Line: Is Lupine Terrace Worth the Waitlist?

Lupine Terrace offers something you almost never see in Austin’s 78721 corridor: recently renovated, income-based housing with all utilities included, $0 application and admin fees, and W/D hookups in every unit. New construction next door is pushing rents to $1,500 to $4,450. Having a subsidized option that got updated in 2024? That’s worth paying attention to.

The trade-off is clear. It’s a 1966 building where noise travels, water service has been unreliable, and the no-pet policy eliminates a lot of renters. The waitlist means you can’t count on immediate availability. And the property doesn’t work with locators, so you’re handling the HUD application process on your own.

This property makes sense if:

  • Your household income qualifies under HUD Section 8 limits
  • You need to be in the East Austin / Govalle / Springdale area
  • You don’t have pets
  • You can plan ahead and get on the waitlist before you’re in a housing emergency
  • Having utilities included and $0 fees matters to your budget

This property doesn’t make sense if:

  • You have a pet of any kind
  • You earn above HUD income limits
  • You need immediate move-in availability
  • Light sleeping is critical and you can’t tolerate neighbor noise
  • You want a property where a locator can advocate on your behalf

My honest take: if you qualify and you can handle the waitlist, Lupine Terrace is one of the better subsidized options in East Austin right now. The 2024 renovation made a real difference. Just go in with eyes open about the noise and the realities of a 60-year-old building.
