Legacy Ranch at Dessau East Apartments Austin Review: 55+ Tax Credit Apartments in Pflugerville Starting at $799 For Rent

Most people searching for Legacy Ranch at Dessau East want to know one thing: can I qualify? It’s not a simple yes or no. This is a tax credit property with six different income tiers on the same floor plan. Rents range from $799 to $1,090 for a one bedroom depending on which tier you fall into, and there’s a 55+ age restriction on top of all of it. I’ve tracked Austin apartment pricing across 1,000+ properties as a licensed Texas REALTOR (TX #679806), and tax credit communities like this one trip people up more than almost anything else in my work. The income caps, the paperwork, the confusion about which tier you even qualify for. Listing sites show you a price range and leave you guessing.

Here’s what they won’t tell you: this property changed management companies within the past year and went through a rough patch under the previous team. It’s now running 2 months free rent with a $99 security deposit. That math changes everything about whether this place makes sense for you. But the qualification process is more complicated than a standard apartment application, and the screening works differently than what you’re used to at market rate communities.

The 3.9 Google rating doesn’t tell you the full story. About half those reviews are from the past 7 months since new management took over, and they’re overwhelmingly positive. The older reviews? Mixed at best. I’ll break down that split below.

Best For

You’re 55+ and your income qualifies for one of the restricted tiers. That’s the whole point of this property. If your household income falls at or below 40% AMI, you could be paying $799/month for a one bedroom apartment built in 2020 with granite counters and hardwood style flooring. That’s $300–$400 below what you’d pay at a comparable market rate community in the Pflugerville area. Qualifying takes longer than a standard application, but the savings are real.

You have a Section 8 voucher. Legacy Ranch accepts Housing Choice Vouchers. Pair that with the income restricted tiers, and you’ve got real options if you’ve been struggling to find newer construction that takes vouchers. Most 2020-built properties in the Austin metro don’t accept Section 8 at all. If you’re working with a voucher and want to know which other Austin communities accept them, I can walk you through the options with a quick form.

You want newer construction on a fixed income. Built in 2020, you’re getting granite counters, stainless steel appliances with built-in microwaves, hardwood style flooring, and a patio or balcony. That’s unusual for income restricted housing in the Austin area, where most affordable senior communities are 20–40 years old.

Skip If

You’re under 55. The age restriction is firm. At least one household member must be 55 or older.

Your income exceeds the caps for all tiers. LIHTC properties don’t just have income minimums. They have maximums too. Each tier has a ceiling. At the 80% AMI level, a single person can’t earn more than $74,960. The 120% AMI tier allows more (roughly $112,000+). If you’re over the cap for every tier, you won’t get in. And if you earn too much for the 40% tier but too little for comfortable living at the 120% tier rate, you might land in a pricing gap. The rent at the higher tiers doesn’t actually save you much compared to market rate alternatives.

You need in-unit laundry. The apartments have washer/dryer hookups, but there are no in-unit machines provided. There’s a centralized laundry room on site. If doing laundry in a shared space is a dealbreaker, this isn’t your place.

Location Deep Dive

What’s Actually Nearby

Legacy Ranch sits on Harrisglenn Drive, just off Dessau Road in the Tech Ridge area of Pflugerville. It’s not downtown Austin. It’s not walkable urban living. But for a 55+ community where daily errands and medical access matter most, it works.

Grocery runs are easy. H-E-B at Tech Ridge is about 1.5 miles south on Dessau Road, roughly a 5 minute drive. There’s a Walmart Supercenter within 2 miles if that’s more your speed. Stone Hill Town Center, Pflugerville’s main shopping area, is about 3 miles north with restaurants, a movie theater, and retail. The Pflugerville Public Library is within 15 minutes.

For a 55+ community, medical access is probably higher on your list than it would be at a typical apartment. St. David’s Emergency Center at Star Ranch is close by. And there are a bunch of medical offices along I-35 and Parmer Lane, all within a few minutes.

For outdoor space, Copperfield Nature Trail and Park is within 3 miles. Walnut Creek Metropolitan Park, one of Austin’s larger green spaces, is about 4 miles southwest.

Commute Math

Destination Off-Peak Rush Hour
Downtown Austin 20 min 35–45 min
The Domain 15 min 25 min
Dell Technologies HQ (Round Rock) 15 min 20 min
Austin-Bergstrom Airport 30 min 40–50 min
Samsung Austin Semiconductor 10 min 15 min
St. David’s Medical Center 15 min 25 min

I-35 access is close, which helps for north-south travel. But I-35 through this corridor is one of the most congested stretches in the metro during rush hours. If someone in the household still commutes, the morning southbound drive into central Austin gets ugly.

The Area

Dessau Road and the Tech Ridge corridor aren’t going to win any neighborhood charm awards. It’s newer apartment communities, strip retail, and suburban development. Not a lot of character. But the immediate surroundings are quiet. Harrisglenn Drive dead-ends into the property, so you’re not dealing with cut-through traffic. And multiple residents mention the quiet in their reviews. No bar noise, no late night crowds. For a 55+ community, that’s a feature, not a bug.

Pricing and True Cost

Floor Plans

Floor Plan Bed/Bath Sq Ft Rent Range Notes
Palomino (40% AMI) 1BR/1BA 824 $799/mo Lowest tier, limited units
Palomino (50% AMI) 1BR/1BA 824 $899/mo 1 unit available at time of writing
Palomino (70% AMI) 1BR/1BA 824 $899/mo 3 units available
Palomino (80% AMI) 1BR/1BA 824 $990/mo 2 units available
Palomino (120% AMI) 1BR/1BA 824 $1,090/mo 4 units available
Palomino (Market Rate) 1BR/1BA 824 $1,090/mo 2 units available
Longhorn (40% AMI) 2BR/2BA 1,098 $1,090/mo 1 unit available
Longhorn (50% AMI) 2BR/2BA 1,098 $1,199/mo 2 units available
Longhorn (80% AMI) 2BR/2BA 1,098 $1,189/mo 3 units available
Longhorn (Market Rate) 2BR/2BA 1,098 $1,290/mo 1 unit available

The confusing part: you could be living next door to someone paying $799 for the exact same apartment you’re paying $1,090 for. Same counters. Same flooring. Same view. The only difference is household income. That’s how LIHTC properties work. Your rent is set by which income tier you qualify under, not by the apartment itself.

Net Effective Rent (With the Special)

The property has been running a 2 months free rent special for most of 2026. The last confirmed deadline was 6/30/26, but I’ve watched this property extend their specials repeatedly. Call the office at (737) 238-1825 to see what’s current. Here’s the math if the 2 months free deal is still running, applied to the market rate/120% AMI tier:

  • Base rent: $1,090/month
  • Special: 2 months free on a 12 month lease
  • Daily multiplier: (365 − 60) ÷ 365 = 0.8356
  • Net effective rent: $1,090 × 0.8356 = $911/month
  • Monthly savings: $179/month

At the 80% AMI tier ($990/month): net effective drops to $827/month.

At the 40% AMI tier ($799/month): net effective drops to $668/month. That’s a one bedroom built in 2020 with granite counters for under $700/month.

Important: They qualify you based on the base rent, not the net effective. So even with the special, you need to show enough income for the full monthly rent at your tier.

Fee Breakdown

Required Fees (Everyone Pays)

Fee Amount
Application Fee I couldn’t find this listed anywhere. SafeButler shows $16 per applicant, but ask the office to be sure.
Security Deposit $99 (special) or $500 (standard)

Optional Fees

Pet Deposit $300 per pet, non-refundable
Pet Rent $30/month per pet

True Monthly Cost

Here’s what a realistic month looks like for a renter in a market rate 1BR with one pet:

  • Base rent: $1,090
  • Pet rent: $30
  • Renter’s insurance: ~$15 (estimate)
  • True monthly cost: ~$1,135

At the 40% AMI tier with no pet: your true monthly cost stays close to $799 plus renter’s insurance. That’s where this property’s value really shows.

Screening Criteria

Tax credit properties screen differently than market rate apartments. Here’s how it works at Legacy Ranch.

Income Requirements: Caps AND Floors

This is where most people get confused. At a standard apartment, you need to earn at least 3x rent. At a LIHTC property, you need to earn enough to pay rent but you also can’t earn too much. Each income tier has a ceiling.

Here are the income caps at the 80% AMI tier by household size:

Household Size Maximum Annual Income (80% AMI)
1 person $74,960
2 people $85,680
3 people $96,400
4 people $107,040

The 120% AMI tier goes higher (roughly $112,000+ for a single person). Lower tiers (40%, 50%, 60%, 70%) have lower income caps to match. To qualify for the 40% AMI units at $799/month, a single person would need to make under about $37,500/year. That’s about $18/hour full time.

They’re going to check your income hard. Expect to provide pay stubs, tax returns, and bank statements. The feds monitor LIHTC compliance, so the leasing office can’t bend on this.

Credit and Background

Companies like WinnCompanies that run tax credit housing follow HUD rules for screening. Credit scores? These communities tend to set the bar lower than Class A market rate properties. Each property picks its own number, though.

There’s no published credit score minimum that I’ve found. Based on the property type (tax credit, 2020 build) and who manages it, credit is probably more flexible here than what you’d see at a standard Class A community. But “more flexible” doesn’t mean no standards. Active property debt, recent evictions, and certain background issues can still get you denied.

If you’re dealing with screening challenges like evictions, broken leases, or credit issues, I break those down by property type in my guides.

What Gets You Denied

The property doesn’t publish a full screening criteria sheet, but here’s what typically gets you denied at LIHTC communities like this one:

  • Household income above the cap for the tier you’re applying for
  • Not providing the income paperwork they ask for
  • Not meeting the 55+ age requirement
  • Active property debt (money owed to a previous landlord)
  • Certain criminal history (varies by management company policy)
  • Lying on the application

Application Process

  1. Call the leasing office at (737) 238-1825 or apply online through legacyranchatdessaueast.com
  2. Provide income documentation (pay stubs, tax returns, bank statements, Social Security statements)
  3. Pass credit and background screening
  4. They check your income against the AMI tier you’re applying for
  5. They verify someone in the household is 55+

This takes longer than a market rate application. Verifying income at a tax credit property is more involved, and they need every document they ask for.

Here’s what a locator can help with: I can tell you which income tier your numbers fall into before you start the paperwork, and whether your credit and rental history are likely to pass this property’s screening. If Legacy Ranch looks tight for your situation, I know which other communities in the area have more flexibility. The service is free.

Resident Reviews Decoded

Review Pattern Analysis

New management positive 21 mentions ↑ Recent improvement Google
Friendly/kind staff 35+ mentions ↑ Consistent recent Google
Old management complaints Multiple ↓ Fading as old reviews age Google, Caring.com

55+ age enforcement questioned 2 reviews → Pattern across platforms Google, Caring.com
Package delivery/building access 1 detailed complaint → Recent (Dec 2025) Caring.com
Maintenance delays 1 detailed complaint → Recent Caring.com

Here’s where it gets complicated.

If you only read the Google reviews, this is a clean turnaround story. Winn Residential took over. Abraham showed up at the front desk. And residents started writing 5 star reviews praising his patience, warmth, and dedication to the seniors. 15+ Google reviews call Abraham out by name. One reviewer, a former property manager with 30 years of experience, gave 5 stars and said the team handles everything with urgency. So what’s the problem?

But Google isn’t the only platform with reviews.

On Caring.com, a resident posted a 1 star review in December 2025, well after the management transition. That review describes overflowing trash, a dirty pool, a dog park not being maintained, and building doors broken for years. The reviewer also says delivery drivers can’t get into the buildings after the office closes, the hallways and elevators are filthy, and maintenance requests go unanswered for days while late rent gets eviction notices within days. On top of that, the reviewer claimed the 55+ age restriction wasn’t being enforced, saying the community includes younger residents and children.

That doesn’t line up with the Google reviews at all. It’s one review on one platform, so I’m not saying it outweighs 71 Google reviews. But I’m not going to pretend it doesn’t exist either. The truth is probably somewhere in the middle. The front office and leasing team have clearly improved under Winn Residential. But building maintenance, common area upkeep, and how the property actually runs still have some catching up to do.

One more thing worth noting: a separate Google reviewer gave 5 stars specifically to Abraham, “not the complex itself.” That reviewer drew the same line I’m drawing. The staff is strong. The rest of the operation? Still proving itself.

Management responds to almost every Google review, positive and negative. The responses follow a template, but they’re consistent and include direct contact info for follow-up on complaints. That’s more effort than most properties put in.

The Uncomfortable Truth

No listing site will write this section.

The Management Change Is Still Recent, and Reviews Don’t All Agree

Winn Residential’s takeover is less than a year old. Google reviews? Trending positive, especially around the leasing team. But a 1 star Caring.com review from December 2025 paints a different picture: maintenance delays, dirty common areas, building upkeep falling short. That tells me the improvements haven’t hit every part of how this place runs yet. The front desk may be better. But has the building upkeep, the maintenance response, everything behind the front desk caught up? That’s the part I can’t answer from here. If management stability matters more to you than savings, keep that in mind.

The 55+ Age Restriction Question

Two separate reviewers on two different platforms (Google and Caring.com) have questioned whether the 55+ age restriction is actually being enforced. One Google reviewer flat-out wrote this was “not true 55 plus.” The December 2025 Caring.com reviewer said the same thing, claiming the community includes younger residents and children.

If the 55+ environment is the main reason you’re looking at this property, ask the leasing office directly how they handle age verification. Under the Housing for Older Persons Act, at least 80% of occupied units need to have at least one resident who is 55 or older.

Tax Credit Qualification Is a Process

Getting approved at a LIHTC property isn’t like signing a lease at a market rate apartment. You’ll need a stack of income paperwork. Your income has to fall within a specific band: not too high, not too low for the tier you’re applying to. And here’s the part people don’t think about. If your income changes mid-lease (a raise, Social Security adjustment, new household member), it can affect whether you still qualify when your lease renews. The annual renewal review involves more paperwork on top of that. None of this should scare you away from the property. Just go in knowing it’s a different process than what you’re used to.

No In-Unit Laundry

The apartments have washer/dryer hookups, but the machines aren’t provided. The property has a centralized laundry room. For a 55+ community, hauling laundry to a shared facility might be more than an inconvenience. If mobility is a concern, this is something to think about seriously before signing.

This Property Is Not Paying Locators

I want to be straight about this. As of July 2026, Legacy Ranch at Dessau East is not paying locator referral fees. That means I don’t earn a commission if you move here. I’m including this review because the property serves a real need in the market, and my job is to give you honest information whether I get paid or not. If you decide this is the right fit, you’ll apply directly through the property.

FAQ

Is Legacy Ranch at Dessau East really only for people 55 and older?

Yes. At least one person in the household must be 55 or older. This is a legal age restriction under the Housing for Older Persons Act, and they enforce it.

Does Legacy Ranch accept Section 8 vouchers?

Yes. The property takes Housing Choice Vouchers (Section 8). Call the leasing office at (737) 238-1825 to talk through how your voucher works with the different income tiers.

What’s the difference between the income tiers?

Each tier is tied to a percentage of the Area Median Income (AMI). The 40% tier has the lowest rent ($799 for a 1BR) but the strictest income cap. The 120% tier and market rate units are priced the same ($1,090 for a 1BR) but have different income ceilings. Your household income decides which tier you qualify for.

Are pets allowed at Legacy Ranch at Dessau East?

Yes. Two pets are allowed per apartment. There’s a 60 pound weight limit per pet, a $300 deposit per pet (you don’t get it back), and $30/month pet rent per pet. Aggressive breeds are not allowed.

Does Legacy Ranch have a pool?

Yes. There’s a pool with a sundeck. The property also has a fitness center, clubhouse with salon, on-site library, grilling and picnic area, business center, and a dog run.

What appliances come with the apartments?

You get stainless steel appliances with built-in microwaves, granite counters, hardwood style flooring, ceiling fans, central air and heating, breakfast bars, and a patio or balcony. There are washer/dryer hookups but no machines provided.

Who manages Legacy Ranch at Dessau East?

WinnCompanies (Winn Residential) took over within the past year. They’re a national company that runs affordable and mixed income housing in a bunch of states.

How do I apply?

Call the leasing office at (737) 238-1825 or visit legacyranchatdessaueast.com to schedule a tour and get the application going. Have your income documentation ready: pay stubs, tax returns, bank statements, and Social Security statements if applicable.

Is there a waitlist?

It depends on the tier. When I checked, multiple 1BR units were open across several tiers. Call the office for what’s available right now on 2BR units and specific tiers.

What school district is Legacy Ranch in?

Pflugerville Independent School District. Not directly relevant for a 55+ community, but good to know for the area. If you’re looking at other options nearby, check out apartments in Pflugerville and the North Austin suburbs.

The Bottom Line

Here’s what it comes down to. A 2020 build. Income restricted pricing starting at $799 for a one bedroom. A 55+ age restriction. Section 8 accepted. Good luck finding that combination anywhere else in the Austin metro.

The management transition to WinnCompanies is the biggest question mark right now. Google reviews are strongly positive, especially around the leasing team. But a Caring.com review from December 2025 raises real concerns about maintenance, building upkeep, and whether the 55+ age restriction is being enforced. What’s happening at the front desk and what’s happening in the buildings might be two different stories right now.

This property makes sense if:

  • You’re 55+ and your income falls within one of the LIHTC tiers
  • You want 2020 construction finishes at below-market pricing
  • You have a Section 8 voucher and want newer construction
  • You value a quiet location away from the main road over walkable urban living
  • You’re comfortable with shared laundry facilities

This property doesn’t make sense if:

  • You’re under 55 (no exceptions to the age restriction)
  • Your income exceeds the caps for every available tier
  • Having laundry in your apartment is a requirement for you
  • You want a proven long term management track record
  • You need walkable access to restaurants, retail, and entertainment

Here’s my honest take: if you qualify, the math works. A one bedroom apartment with granite counters, stainless appliances, and a patio for $799–$1,090 depending on your income tier is a strong deal in 2026 Pflugerville. But tour the property yourself before signing. Walk the hallways, check the common areas, ask about the 55+ enforcement policy, and talk to residents in the building if you can. The Google reviews and the Caring.com reviews tell different stories, and you want to see which one matches what you find on the ground.
