Wildhorse Flats Apartments Austin Review: New Construction at LIHTC Pricing, But Read the Google Reviews First
Wildhorse Flats has 172 Google reviews and a 3.5 rating. That number tells you almost nothing. Here’s what it hides: the five star reviews are mostly from people who toured the property and met Molly at the leasing office. The one star reviews are mostly from people who actually live there. I track income restricted properties across Austin (TX License #679806), and that split is the first thing I look at. At Wildhorse Flats, the gap between “great tour experience” and “daily life here” is one of the widest I’ve seen.
Here’s what no listing site will explain: this is a LIHTC property with income caps, not just income minimums. The rent looks low because it’s designed to be low. That’s the program working as intended. But the things you give up at this specific property go well beyond what Apartments.com or Zillow will show you.

That 3.5 Google rating sits right in the middle because you’ve got a pile of fives and a pile of ones with almost nothing between. I’ll break down exactly what’s driving the fives and what’s driving the ones in the sections below.
Best For
You qualify under the 60% AMI income caps and need a larger unit. Four bedroom apartments at income restricted pricing are rare in the Austin metro. Most LIHTC properties top out at three bedrooms. If you have a larger household and your income falls under $75,600 for four people, Wildhorse Flats is one of the few places you’ll find a 1,509 square foot four bedroom with a washer and dryer included. And the rent is set below market rate. You won’t find that combo anywhere else.
You have a housing voucher and need a property that accepts it. LIHTC properties are required to accept Section 8 Housing Choice Vouchers. That’s not optional for them. If you’re a voucher holder looking in the Manor area, Wildhorse Flats is on your list by default. For other income restricted options in the area, check out our East Austin apartments guide.
You want new construction finishes at income restricted pricing. Built in 2022, the units have stainless steel and black appliances, modern fixtures, and full size in-unit washers and dryers. The interiors are spacious and the finishes are solid. You’re getting newer finishes here than at most income restricted properties in Austin, where older buildings are the norm.
Skip If
Safety is your top concern. I’ll be direct: multiple Google reviews mention a homicide in January 2025, shootings, car break-ins, and vehicle theft. One resident described it as “The Wild Wild Flats.” Another mentioned Star Flight having to land on the property. A third reported their friend’s car was stolen within a week of moving in. These aren’t isolated complaints. They come from different residents across different time periods.
You need a management team that picks up the phone. At least 32 of the 172 reviews mention “new management,” and that’s because Wildhorse Flats has gone through multiple property managers in roughly three years. Names that keep coming up include Manny, April, Cody, Gloria, Molly, and Ailem. Several long term residents specifically mention four to six management changeovers during their stay. Phones go unanswered. Maintenance requests get cancelled. And when someone does pick up, it’s often a new person who doesn’t know the history.
You’re sensitive to pest issues. Someone who toured the model saw live cockroaches and spiders running across the floor. Multiple residents mention roaches and one reported rats despite the 2022 construction date. No pest control schedule is published online, and reviews don’t mention regular treatments. Ask the leasing office what pest control company they use and how often they spray before you sign.

Location
What’s Actually Nearby
Wildhorse Flats sits on Wildhorse Ranch Trail in Manor, about 12 miles northeast of downtown Austin. This is a suburban location, not urban. You’ll need a car for almost everything.
The closest grocery options are H-E-B on US-290 in Manor (about 2.5 miles, 6 minutes) and Walmart Supercenter off Parmer Lane (roughly 5 miles west). There’s a growing cluster of fast food and chain restaurants along US-290, but you’re not walking to any of them from the property. You’re close to the SH-130 toll road and US-290, so getting south to the airport or west into Austin is straightforward by car.
Manor ISD serves this address. Lagos Elementary, Manor New Tech Middle, and Manor New Tech High School are all within a few miles. The Highland MetroRail station is about 10 miles away, so public transit won’t work from out here.
Commute Math
| Destination | Off-Peak | Rush Hour |
|---|---|---|
| Downtown Austin | 20-25 min | 35-50 min |
| Austin-Bergstrom Airport | 25-30 min | 35-45 min |
| The Domain / North Austin | 25-30 min | 40-55 min |
| Tesla Gigafactory (SE Austin) | 30-35 min | 40-50 min |
| Round Rock / Dell | 25-30 min | 35-45 min |
| Samsung Austin Semiconductor | 20-25 min | 30-40 min |
If you work in downtown Austin, you’re looking at a real commute. Rush hour heading west on 290 is painful. If you work at Samsung’s fab in northeast Austin or along the 130/Parmer corridor, the commute math is much better.
The Neighborhood Reality
Manor is growing fast, but Wildhorse Ranch Trail still feels like the outskirts of an outskirt. The surrounding area is a mix of newer apartment developments (Alta Wildhorse Ranch is 0.6 miles away, Blue Ridge Flats is next door) and undeveloped land. This isn’t a neighborhood you stroll around in. It’s a place you drive to and from.
The parking areas are dark at night. That comes up in reviews over and over. There’s one set of dumpsters for the entire complex, and if you’re on the third floor with no elevator, hauling trash down is a daily headache.
Pricing and True Cost
How LIHTC Pricing Works Here
This is not market rate housing. Wildhorse Flats is a LIHTC (Low Income Housing Tax Credit) property set at 60% of Area Median Income. Rents are set by a government formula tied to household size and income, not by what apartments down the street are charging.
That’s actually good news for you if you qualify. The rents won’t spike the way market rate properties can. But it also means you need to prove your income every year to keep qualifying.
Floor Plan Pricing
| Bed/Bath | Sq Ft | Base Rent | Available Units |
|---|---|---|---|
| 1BR / 1BA | 742 | $1,000/month | 17 units listed |
| 2BR / 2BA | 1,015 | $1,166/month | 15 units listed |
| 3BR / 2BA | 1,274 | $1,416/month | 17 units listed |
| 4BR / 2BA | 1,509 | $1,583/month | 5 units listed |
As of mid-August 2026, ForRent shows roughly 54 units available across all floor plans. That’s a lot of vacancy for a 310 unit income restricted property. It tells you Elmington is working hard to fill units, which is why the specials are running.
Net Effective Rent (With the Current Special)
ForRent lists the current special as 2 months free, rolled into a 12 month lease. Other platforms show different numbers (Apartments.com had 3 months free, ApartmentHomeLiving showed 8 weeks free). Specials change all the time, so confirm with the leasing office before you plan around a specific number. Here’s the math on the 2 months free version for a 1BR:
- Base rent: $1,000/month
- Special: 2 months free on a 12 month lease
- Daily multiplier: (365 – 60) / 365 = 0.8356
- Net effective rent: $1,000 x 0.8356 = $836/month
- Monthly savings: $164/month vs. base rent
A one bedroom at $836/month net effective in a 2022 building with an in-unit washer and dryer. The average one bedroom in the Northeast Austin area runs $1,300 to $1,500 at market rate. That’s a real gap, and it’s the reason people look at this property despite the reviews.
Fee Structure
Required fees (everyone pays):
| Fee | Amount |
|---|---|
| Application Fee | $25 per applicant |
| Admin Fee | Not listed on any platform (ask leasing office) |
| Security Deposit | Not listed on any platform (ask leasing office) |
Optional fees:
| Fee | Amount |
|---|---|
| Pet Fee | $350 non-refundable (per pet) |
| Pet Rent | $25/month per pet |
| Parking | Not listed on any platform (ask leasing office) |
The $25 application fee is lower than most Austin apartments, where you’re usually paying $50 to $150. That’s normal for income restricted properties. The pet policy is also more flexible than most. The data the property gave ForRent shows no breed restrictions on dogs or cats, and you can have up to 2 pets. Confirm all fees with the leasing office before you apply. I pulled these from listing sites, not from the office directly.
True Monthly Cost Scenario
A renter in a 1BR with one pet (no special applied):
- Base rent: $1,000
- Pet rent: $25/month
- Estimated true monthly cost: $1,025 before utilities
Apartments.com says utilities are not included in rent. You’ll set up and pay electric, water, sewer, trash, and internet separately. Ask the leasing office if they tack on any extra monthly charges beyond base rent. Several reviews mention surprise charges on statements and confusion about billing. One site that tracks apartment costs puts the real monthly number around $1,037 for a 1BR once you add in the mandatory fees. Get a full breakdown from the leasing office before you apply.
Want to Compare This Property’s True Cost to Nearby Options?
Income restricted properties don’t all price the same way. I can pull the actual numbers at nearby LIHTC communities like Blue Ridge Flats, Grand at Manor, and Crossroad Commons so you’re comparing real costs, not listing prices.

Screening Criteria
Income Requirements (LIHTC Rules)
This property works differently from regular apartments. Instead of a minimum income requirement, you have an income ceiling. Your household income can’t exceed 60% of Area Median Income:
| Household Size | Maximum Annual Income (60% AMI) |
|---|---|
| 1 person | $52,920 |
| 2 people | $60,480 |
| 3 people | $68,040 |
| 4 people | $75,600 |
| 5 people | $81,660 |
| 6 people | $87,720 |
You also need to make enough to cover rent. ApartmentList says the minimum is 3x rent in total household income before taxes.
For a 1BR at $1,000: you’d need at least $3,000/month ($36,000/year). For a 4BR at $1,583: at least $4,749/month ($56,988/year).
That puts you in a specific income band. Make too much and you exceed the cap. Make too little and you don’t hit the 3x minimum.
Credit and Background
Wildhorse Flats doesn’t publish credit score minimums or background check rules anywhere. Not on their website, not on any listing platform. I checked. Here’s what I can tell you based on how LIHTC properties in Austin typically work:
- Tax credit properties tend to be more lenient on screening than market rate
- Credit score requirements at income restricted communities tend to run in the 500 to 550 range with conditions
- Background checks still apply, but they don’t always go back as far as market rate properties do
- Active property debt is usually still an automatic denial regardless of property type
One Google reviewer said they were told they were approved, then later told they didn’t qualify after turning in more paperwork. That’s a red flag. It means the screening process here isn’t as simple as “apply and wait.” Call the leasing office at (737) 260-7671 and ask directly about credit minimums, how far back they check felonies, and eviction history rules before you spend time on the application.
What the Application Process Looks Like
LIHTC applications need more paperwork than regular apartments. Expect to bring:
- Government issued ID for all household members
- Income verification: paystubs (typically 3 to 6 months), tax returns, W-2s, or benefit award letters
- Social Security numbers for all household members
- Asset documentation in some cases
- Landlord references
The income verification is more involved because the property has to prove to the people who audit the program that every household qualifies. If your income is close to the cap, bring every piece of documentation you have.
Here’s what a locator does for you here:
I can tell you whether your income falls within the LIHTC caps before you spend time assembling all that documentation. If Wildhorse Flats doesn’t work for your household size and income, I know which other income restricted communities in the Manor and East Austin area have different income limits or shorter waitlists. And I can tell you which ones have better track records with management and maintenance. If you’re dealing with credit or rental history issues on top of income qualification, check out our second chance apartments guide for how screening works across different property types.
Resident Reviews Decoded
I went through every review platform I could find. Google has the most at 172 reviews (3.5 stars). Yelp has 12. ForRent has 5 (3.0 average). I also checked ApartmentHomeLiving, ApartmentList, the property’s own website, and Facebook. ApartmentRatings doesn’t have a page for this property. VeryApt, Birdeye, and ModernMsg came up empty too.

The Five Star Pattern
Most five star reviews mention a specific leasing agent by name and describe a tour experience. Molly appears in at least 15 reviews from the last six months alone. Gloria shows up in another five to seven. Before them, Manny appeared in 10+ reviews during his tenure. The pattern: a new manager or leasing agent arrives, gets a burst of positive tour reviews, then either leaves or the review tone shifts as residents start weighing in.
Very few five star reviews come from residents who’ve lived at the property for more than a few months. The property’s own website has handpicked reviews praising Kelsey and Sandra, staff names that don’t show up in any of the recent Google reviews. That tells you how fast people come and go at this office.
Across all platforms, I counted at least 13 different staff names mentioned by reviewers in roughly three years: Kelsey, Sandra, Manny, April, Cody, Gloria, Molly, Maryse, Ailem, José, Emely, Fallon, and Lucy. For a single leasing office, that’s extreme.
The One Star Pattern
The negative reviews come almost entirely from current or former residents. And the complaints line up no matter where you look. On Google, it’s safety, management turnover, pests, and trash. On ForRent, the most helpful review (52 people found it helpful) is titled “RATS RATS RATS RATS.” It describes finding live rats and mouse droppings throughout a brand new unit. Another ForRent review (17 helpful votes) calls out the lack of valet trash, no elevator on the third floor, steep parking lot angles, dark lighting at night, and smoke smell coming through the walls.
One Google reviewer who lived there two years called the place “The Wild Wild Flats.” Another flat out said the five star reviews are “false and mostly people thinking to rent but not actual renters.”
Management Response Pattern
Management responds to most reviews with copy-paste replies. Positive reviews get a “thank you, we appreciate your kind words.” Negative reviews get a “we understand your concern, please call our office.” The phone number they direct people to call is the same one multiple reviewers say nobody answers.
The Uncomfortable Truth
No listing site will write this section. I’m not trying to kill the deal. I want you to know what you’re signing up for.
Safety Incidents Are Documented by Residents, Not Just Rumors
Residents who lived there at different times describe the same kinds of safety events: a homicide in January 2025, shootings in 2026, car break-ins and vehicle theft, and what one resident described as a “massive complex and neighborhood takeover.” These aren’t secondhand stories. They come from people who were there or got hit directly. One reviewer reported their car was broken into and stolen within a week of their friend moving in.
The Management Turnover Is a Red Flag, Not Growing Pains
Three years. That’s how long this property has been open. In that time, the leasing office has burned through more managers and leasing agents than I can count. Reviewers mention Manny, April, Cody, Gloria, Molly, Maryse, and Ailem across different time periods. One resident said management changed “at least 4 times a year.” Another said “at least 5 or 6 times.” When staff turns over this fast, nobody knows what the last person was doing. Maintenance requests get lost. Lease renewals stall. Deposit refunds fall through the cracks. One reviewer waited over two months for their security deposit back.
New Construction Doesn’t Mean No Pest Issues
This building is four years old. It shouldn’t have rat and roach problems. But reviews confirm both. One prospective renter saw live cockroaches in the model unit during a tour. A resident reported finding rat droppings throughout their unit, then catching four rats. Another mentioned mold from water damage. For a 2022 build managed by a national company, that’s not what you’d expect. And I couldn’t find any pest control company or spray schedule listed anywhere online. Ask before you sign.

FAQ
Is Wildhorse Flats income restricted?
Yes. It’s a LIHTC property at 60% of Area Median Income. Your household income has to fall below the cap for your size. For one person, published limits range from $52,920 to $56,220 depending on the source and year. Call (737) 260-7671 and ask for the current number.
Does Wildhorse Flats accept Section 8 vouchers?
Yes. As a LIHTC property, they’re required to accept Section 8 Housing Choice Vouchers. Call the leasing office at (737) 260-7671 to make sure they have spots open for voucher holders right now.
What’s the pet policy at Wildhorse Flats?
Pets are allowed. $350 non-refundable pet fee per pet, plus $25/month pet rent per pet. Up to 2 pets allowed. The listings say no breed restrictions on dogs or cats, which is unusual for any Austin apartment. No weight limit is published anywhere, so ask the leasing office if you have a larger dog.
Does Wildhorse Flats have in-unit washer and dryer?
Yes. Every unit comes with a full size washer and dryer. That’s a big deal at income restricted pricing, where most properties make you share a laundry room or pay for hookups.
How far is Wildhorse Flats from downtown Austin?
About 12 miles. Off-peak, that’s a 20 to 25 minute drive. During rush hour, expect 35 to 50 minutes heading west on US-290. There’s no practical public transit connection from this location to downtown.
What school district serves Wildhorse Flats?
Manor Independent School District. Lagos Elementary, Manor New Tech Middle School, and Manor New Tech High School are all within a few miles. If schools are part of your apartment decision, our blog covers how that works in different parts of Austin.
Has Wildhorse Flats had safety issues?
Multiple Google reviews describe specific safety incidents: a homicide, shootings, car break-ins, and vehicle theft. Management’s response? The same “please call our office” reply pasted on every one. Check Manor PD crime reports for the most current data.
What documents do I need to apply?
You’ll need government ID, Social Security numbers, 3 to 6 months of paystubs or tax returns, W-2s or benefit letters, and landlord references. It’s more paperwork than a regular apartment because the property has to prove every household qualifies under the income rules.
Is there a waitlist?
Not at the moment. ForRent shows roughly 54 units available as of mid-August 2026. That’s a lot of open doors at a 310 unit property. But specific floor plans can fill fast. Call the leasing office to check what’s open for your size.
Who manages Wildhorse Flats?
Elmington Capital Group, based out of Nashville. They run both market rate and affordable properties across the country. Reviews of Elmington at other properties tell the same story: high staff turnover and spotty communication.
The Bottom Line
The math works here. A 1BR in a 2022 building with a washer and dryer inside the apartment at $1,000/month, potentially $836/month with the current special. The application fee is $25. At income restricted pricing in the Austin metro, that’s a real value. Four bedroom floor plans at LIHTC pricing are even harder to find. And the units themselves are genuinely nice. Spacious layouts. Modern finishes. People who are happy here tend to love the apartment itself.
The trade-off is everything outside your front door.
This property makes sense if: you qualify under 60% AMI and need the savings, you have a housing voucher and need a property that accepts it, you need a three or four bedroom at below market rent, or you’re willing to accept the safety and management trade-offs because the financial math is that strong for your situation.
This property doesn’t make sense if: safety is your top priority, you need management that picks up the phone and actually follows through on repairs, you’re sensitive to pests, or you’re choosing between this and a market rate property where the price gap is small enough that you’d rather pay a little more for stability.
My honest take: the pricing is doing what the LIHTC program was built to do. But Elmington hasn’t run this place the way a building this new deserves. If you qualify on income and the rent math is the deciding factor, tour with your eyes open and talk to current residents if you can. If you have other options in your price range, compare them carefully before you commit.
