Commons at Manor Apartments Austin Review: Affordable 55+ Senior Living in Manor, TX (Honest Review)

If you’re searching for Commons at Manor, you’re probably in one of two situations. You’re a senior on a fixed income looking for something affordable near Austin. Or you’re an adult child trying to find your parent a safe, clean place that doesn’t cost $3,000 a month. Either way, this review exists because the listing sites aren’t going to give you what you actually need to know.

I’m Ross Quade, a licensed Texas apartment locator (TX #679806). I track rental pricing across 1,000+ Austin area properties. The income restricted and senior housing segment? It’s one of the most confusing parts of this market, and I pay close attention to it. Commons at Manor is a LIHTC property. If you don’t know what that means yet, keep reading. It changes everything about how you qualify, what you pay, and what to expect.

Here’s what the listing sites won’t tell you: this property has a 4.9 Google rating with 97 reviews. That’s not normal. And the rent is roughly half what market rate apartments charge in the same zip code. So what’s the catch? Let’s get into it.

The 4.9 rating across 121 total reviews is one of the highest I’ve seen for any apartment community in the greater Austin area. One thing worth knowing: an older Yelp listing shows the property under Cardinal Group management. It’s now run by Solidago Residential Services, part of the LDG Development family. Every review I can find under the current team is positive. But don’t get too excited yet. This property isn’t open to everyone. The 55+ age requirement and LIHTC income caps are hard gates. I’ll break down exactly who qualifies below.

Best For

You’re 55+ and on a fixed income. This is exactly who this property was built for. Social Security. Pension. Disability income. If you’re bringing in $1,500 to $3,400 a month, the rent here ($779 to $909 before the current special) actually leaves room for groceries, medications, and the rest of life. You can check what you can afford using our rent affordability calculator. Most market rate apartments in this zip code start around $1,200 for a one bedroom. Commons at Manor cuts that nearly in half.

You have a Section 8 voucher. LIHTC properties are required to accept Housing Choice Vouchers. If you’ve been searching for a clean, newer property that takes your voucher and doesn’t make you feel like you settled, this is worth touring.

Your adult children are helping you find a place. Several Google reviews are from family members, not residents. One reviewer described a process that took over a year from first visit to move in. The leasing team walks families through every step of qualifying, and Liz in particular gets called out for it over and over.

You want new construction without new construction prices. Completed around 2020-2021, this property has faux wood flooring, dishwashers, garbage disposals, walk-in closets, W/D connections, and central heat and air. That’s Class A finish quality at income restricted pricing.

You or your parent might need light support down the road. Commons at Manor offers some help with daily activities like bathing, dressing, and eating (I found this on FamilyAssets, and the reviews back it up). That’s not assisted living. But it means the staff here go beyond handing you keys and collecting rent. If your parent is independent now but you want a place where people actually check in on them, that’s what this community does.

Skip If

You’re under 55. This is a HOPA (Housing for Older Persons Act) community. At least 80% of occupied units must have at least one resident who is 55 or older. If you don’t meet the age requirement, this isn’t an option for you.

Your household income exceeds the LIHTC caps. If a single person earns more than $46,380 annually (at the 60% AMI tier), you won’t qualify. Lower tiers have even lower caps. I’ll break these numbers down in the Screening section.

You need walkability. Manor is a car town. There’s no walkable grocery store, no coffee shop around the corner. You’re driving to everything. The Manor Park & Ride connects to Capital Metro buses, and the property runs a weekly shuttle, but day to day errands still require a car.

You want a two bathroom unit. The property offers one and two bedroom floor plans, but both come with a single bathroom. If a second bathroom is a requirement, this won’t work.

Location Deep Dive

What’s Actually Nearby

Commons at Manor sits on US-290 in Manor, about 12 miles northeast of downtown Austin. If you’re also considering communities closer to the city, check out our northeast Austin apartment guide. Manor is a small town that’s grown fast over the past five years, but it still feels more suburban than urban.

Groceries: The nearest H-E-B is on 290 in Manor, about 1.5 miles west. Walmart is also nearby. One resident who’s been there three years put it this way: “the location is great with so many businesses including HEB and Walmart” plus plenty of dining options. Dollar General and Family Dollar are both closer for quick runs. Manor Crossing shopping center is 1.3 miles away with basic shopping. The Shops at Shadow Glen are about 3 miles out.

Medical: Baylor Scott & White Clinic is nearby, which matters for a 55+ community. For hospital level care, you’re looking at a drive to St. David’s or Ascension Seton in Austin, about 20 to 30 minutes depending on traffic.

Transit: The Manor Park & Ride connects to Capital Metro’s bus system. The property also offers a weekly shuttle service for residents.

Community services: The property runs a food pantry through their resident coordinator, Nichole. Several reviews mention the pantry and the regular social events by name. You don’t see that at most apartments in this price range. Not even close.

Commute Math

Destination Off-Peak Rush Hour
Downtown Austin 20 min (12 mi) 35-50 min
Austin-Bergstrom Airport 30 min (20 mi) 40-50 min
Austin Community College (Elgin) 11 min (8.4 mi) 15 min
Samsung Austin Semiconductor (NE Austin) 15 min (9 mi) 25 min
The Domain 25 min (17 mi) 40 min

The Real Feel

Manor is quiet. That’s not marketing talk. Residents bring up the peaceful environment in review after review.

For a 55+ community, that matters more than being close to nightlife. The whole place is gated with fob entry and fenced in. The 290 corridor gets truck traffic during the day, but the buildings sit back enough from the highway that road noise isn’t a major issue based on what residents say. What you won’t find here is walkability to restaurants, entertainment, or anything cultural. You’re driving everywhere.

Pricing & True Cost

Floor Plans

Bed/Bath Sq Ft Base Rent Range Notes
1 BR / 1 BA (A1) 743 $779 – $909 Rent varies by income tier. Multiple units available.
2 BR / 1 BA (B1) 935 $854 – $881 Single bathroom. Multiple units available.

Here’s the thing most people miss: these rents are set by LIHTC program guidelines, not by the market. Your actual rent depends on which AMI (Area Median Income) tier you qualify under. Earn less, pay less. Two households in identical units can pay different rents based on their income.

The 2 BR is actually cheaper than the 1 BR at certain income tiers. That’s not a typo. It’s how the LIHTC program works. If you qualify for the lower AMI tier on a two bedroom, you could pay $854 for 935 square feet while a one bedroom at the higher tier costs $909 for 743 square feet.

Net Effective Rent Calculation

The property is currently offering 2 months free. Using the daily multiplier method on a 12 month lease:

1 BR at $909 (highest tier):

  • Lease days: 365
  • Free days: 60 (2 months x 30)
  • Multiplier: (365 – 60) / 365 = 0.8356
  • Net effective rent: $909 x 0.8356 = $759/month
  • Monthly savings: $150

2 BR at $881:

  • Net effective rent: $881 x 0.8356 = $736/month
  • Monthly savings: $145

That puts the net effective rent on a one bedroom below $760 a month. For a building that’s only about five years old with modern finishes. In the Austin metro. You can run the math yourself on our net effective rent calculator.

Fee Breakdown: Required

Fee Amount
Application fee $21.68 first applicant, $16.18 each additional (cashier’s check only)
Security deposit (1 BR) $150
Security deposit (2 BR) $250
Double deposit Conditional (may apply based on screening)

Fee Breakdown: Optional

Fee Amount
Pet deposit $250 per pet (one time)
Monthly pet rent $50 per pet
Carport parking $35/month
Reserved garage parking $100/month
W/D rental $40/month

True Monthly Cost Scenario

A resident in a 1 BR at $909 base rent, with one pet and reserved garage parking:

Item Monthly Cost
Base rent $909
Pet rent $50
Garage parking $100
True monthly cost $1,059
With 2 months free (net effective) $909

Without the special, true monthly cost is $1,059. With 2 months free spread over a 12 month lease, your effective monthly cost drops to roughly $909. If you skip the garage and use the free unassigned parking, your true monthly cost is $959 ($809 net effective). Water and trash are included in rent, so those aren’t extra charges. And you’re not required to carry renters insurance.

Screening Criteria

This Is Not Standard Apartment Screening

Let me be direct: Commons at Manor is a LIHTC property. The approval process looks nothing like a typical apartment application.

Standard apartment screening checks your credit, rental history, background, and income to make sure you earn enough. LIHTC screening does all of that and also checks that you don’t earn too much. You have a floor and a ceiling.

Income Requirements: The Floor

Like most apartments, you need to make enough money to cover the rent. The exact multiplier isn’t published online for this property, but comparable LIHTC communities in the area typically require 2x to 2.5x the monthly rent. At 2.5x, here’s roughly what you’d need:

Unit Type Base Rent (high tier) Minimum Monthly Income (2.5x) Minimum Annual Income
1 BR / 1 BA $909 $2,273 $27,270
2 BR / 1 BA $881 $2,203 $26,430

If you have a Section 8 voucher, you’d need to meet the minimum based on your portion of the rent, not the full amount. Confirm the exact multiplier with the leasing office when you apply.

Income Caps: The Ceiling (60% HTC/BOND)

Household Size Maximum Annual Income
1 person $46,380
2 persons $52,580
3 persons $59,580
4 persons $66,180
5 persons $71,520
6 persons $76,800

Fair warning: some listing sites show lower caps (around $41,580 for 1 person). That’s probably a different AMI tier (50% vs 60%). The numbers above come from the property’s own published criteria at the 60% HTC/BOND level. Ask the leasing office which tier applies to the specific unit you’re interested in.

Age Requirement

At least one household member must be 55 or older. They verify this during the application. This is legal under federal law (the Housing for Older Persons Act, or HOPA).

Income Documentation

LIHTC applications require more documentation than a standard apartment. Expect to provide:

  • Last 3-6 months of income verification (Social Security statements, pension statements, pay stubs, bank statements)
  • Tax returns (typically the most recent year)
  • Proof of assets (savings accounts, investments, etc.)
  • Government benefit verification letters

The leasing team at Commons at Manor is used to walking applicants through this process. Liz and Lou get called out by name in review after review for helping with the paperwork.

Credit and Background

The property doesn’t publish specific credit score minimums or background check policies online. I looked everywhere. That’s actually normal for LIHTC properties.

The screening focus is on income (are you between the floor and the ceiling?), not the credit score and background stuff you run into at market rate places. The deposit structure ($150 for 1 BR, $250 for 2 BR, with a conditional double deposit option) tells me there’s some flexibility on borderline applications rather than a hard credit cutoff. If you have credit or background concerns, call the leasing office directly at (737) 259-5251 and ask. Don’t let uncertainty stop you from applying.

Guarantors

Not accepted. You have to qualify on your own income and screening. There’s no cosigner option at this property.

Section 8 Vouchers

LIHTC properties are required to accept Housing Choice Vouchers (Section 8). If you have a voucher, Commons at Manor can apply it to your rent. You can also use our Section 8 calculator to see how your voucher amount lines up with the rents here.

Here’s what I tell clients: qualifying for LIHTC housing is paperwork heavy and confusing. I can tell you upfront whether your income falls within the caps, which AMI tier you’re likely to qualify under, and what documentation to have ready before you even schedule a tour. That saves you time and frustration.

Resident Reviews Decoded

The Numbers

Commons at Manor has 121 total reviews across Google (97) and ModernMsg (24). Combined rating: 4.9 out of 5.

On ModernMsg, 23 out of 24 reviews are 5 stars. The lone exception is a 3-star review. Google’s 4.9 average across 97 reviews means a handful of ratings dip below 5 stars, but most are perfect.

Review Pattern Analysis

Theme Mentions Trend Source
Staff praise (by name) 50+ → Consistent across all time periods Google + ModernMsg
Clean/well maintained property 15+ → Steady Google + ModernMsg
Maintenance responsiveness 10+ → Steady. “Within 24 hours” mentioned multiple times Google + ModernMsg
Community events / food pantry 5+ ↑ Increasing (Nichole joined more recently) Google
Pest/roach concerns 2-3 → Isolated but unresolved for those affected Google + ModernMsg
Office accessibility 1 → Single complaint, management cited staffing transition ModernMsg

What Stands Out

The staff gets called out by name more than any property I’ve reviewed. And I don’t mean a passing mention. Lou (Lourdes, the property manager), Liz, Jay (Janissa), Daniel (maintenance lead), Lety (maintenance), and Nichole (resident coordinator) each show up in 5+ reviews. Lou and Liz? They’re in 15 to 20+.

Two reviews stuck with me. Amber shared that Lourdes personally went to check on her grandfather when the family couldn’t reach him. Chiara described how staff supported her and her father through a difficult personal situation over three months. That’s not apartment management. That’s community care.

Maintenance gets steady praise too. Sandra mentioned 24-hour turnaround. Matthew, who lived there three years, said maintenance was “always on top of everything.”

Management Response Pattern

Management responds to pretty much every review. The positive responses are cookie cutter. You’ll see “thank you for your 5-star review and kind words” copied almost verbatim across dozens of replies. But the responses to the 3-star review and the pest complaint? Those were personalized. Specific details about pest control scheduling, the gate system transition. That tells me they actually read the negative ones. Good sign.

The Uncomfortable Truth

No listing site will write this section. I’m not trying to scare you off. But I want you to walk in with your eyes open.

1. Pest Issues Are Real for Some Units

Two reviewers specifically mention roach problems. Frances House called her apartment “roach infested” and said the issue went unresolved for a year. She had photos and video. Martha mentioned roaches too, though she still gave 5 stars overall.

Management’s response: pest control runs weekly on Mondays, but residents have to request treatment through the app or the office. That’s a resident initiated system, not a property wide preventive one. If your unit has a pest issue, you need to keep requesting treatment. Nobody’s going to come knock on your door and offer to spray. Newer construction helps reduce the risk, but in Central Texas, nothing makes a building fully pest proof.

2. Manor Is Not Austin

The address says Manor, not Austin. That distinction matters every single day. You’re 12 miles from downtown. There’s nothing walkable around the property. Medical facilities, shopping, social activities beyond what the property organizes. All of it requires a car. The weekly shuttle and Manor Park & Ride help, but they don’t replace having your own ride. If driving ability is starting to become a question, have an honest conversation with your family about whether this location works long term.

3. The 4.9 Rating Deserves Context

A 4.9 across 121 reviews is almost unheard of. Here’s part of the reason: the ModernMsg platform notes that “participating residents may receive reward points in exchange for posting a review during their lease term.” That doesn’t mean the reviews are fake. But it does mean happy residents get nudged to post, and people with complaints are less likely to bother with a review platform they didn’t seek out on their own. The satisfaction looks real when you read the actual reviews. They’re specific. They’re personal. Just understand the number is partly a product of a managed review program.

FAQ

Is Commons at Manor income restricted?

Yes. It’s a LIHTC (Low Income Housing Tax Credit) property. Your household income must fall below specific annual caps based on your household size and the AMI tier for the unit you’re applying for.

Do you have to be 55 to live at Commons at Manor?

At least one person in the household must be 55 or older. This is a HOPA (Housing for Older Persons Act) community, and they check your age during the application.

Does Commons at Manor accept Section 8 vouchers?

Yes. LIHTC properties are required by law to accept Housing Choice Vouchers.

Are pets allowed at Commons at Manor?

Yes. Up to 2 pets, with a 100 lb weight limit. There’s a $250 one time deposit and $50 monthly pet rent per pet. There are breed restrictions, and they do a pet interview before approval. Fish and reptiles are not allowed.

Is there a playground? I thought this was 55+ only.

The property has a kids’ playroom next to the fitness center. It’s for visiting grandchildren, not a sign that the 55+ designation is mixed. The community is fully 55+ (HOPA compliant). The playroom just means your grandkids have somewhere to go when they visit.

What utilities are included in rent?

Water and trash removal are included. You pay electric and anything else on your own.

Does Commons at Manor have washers and dryers in the units?

Units have W/D connections (hookups). The property also has an onsite laundry room for residents who don’t have their own machines.

What is the parking situation?

Unassigned garage parking is free. Carport spots run $35 a month. Reserved garage spots are $100 a month. All charged per vehicle. One heads up: some listing sites show different rates ($25 covered, $75 garage). Pricing may have changed since those were last updated. Confirm current rates when you tour.

How long is the lease?

Standard lease is 12 months. Their listing also shows 2 to 18 month options, but check with the leasing office on what’s actually available right now.

What happens if my income changes after I move in?

This comes up more than you’d think. One resident mentioned in a review worrying about what would happen if he lost his job. Here’s how it works: LIHTC properties do annual income checks. If your income drops, your rent could go down too. If your income rises above the cap, you usually aren’t forced to move right away, but your rent may change at your next review. The leasing office can walk you through the details.

Is there a waitlist?

The property is at about 81% occupancy right now with units open in both floor plans. Doesn’t look like there’s a waitlist at the moment. But LIHTC properties can fill up or slow down depending on seasonal demand and which income tiers still have openings. One reviewer described a process that took over a year from first visit to move in.

What is the application fee?

$21.68 for the first applicant, $16.18 for each additional. That’s way below the $50 to $150 most market rate apartments charge. One thing to know: Commons at Manor requires fees to be paid by cashier’s check made out to “Commons at Manor.” Not a debit card. Not cash. Cashier’s check.

The Bottom Line

Commons at Manor is something you don’t see often in the Austin metro: newer construction at income restricted pricing, run by a team that residents genuinely like. The 4.9 across 121 reviews isn’t accidental. Staff members like Lou, Liz, Daniel, Lety, and Nichole show up by name in review after review because they treat residents like people, not unit numbers. The food pantry. The community events. The property manager personally checking on residents when family can’t reach them. That’s a different level of care.

But the trade-offs are real. Manor is not Austin. You need a car. Getting approved for LIHTC housing means more paperwork and more patience than a standard application. And if you run into pest issues, the property’s system puts it on you to request treatment. They’re not proactively spraying every unit.

This property makes sense if:

  • You’re 55+ and your income falls within the LIHTC caps
  • You have a Section 8 voucher and want newer construction
  • You prioritize staff quality and community feel over urban access
  • You have reliable transportation

This property doesn’t make sense if:

  • You’re under 55 or over the income limits
  • You need walkable access to shopping, dining, or medical care
  • You’re not comfortable with the LIHTC documentation process
  • A second bathroom is a requirement

My honest take: if you qualify, this is one of the strongest income restricted senior communities in the Austin metro. A building that’s only five or six years old, sub-$900 rent, and a staff that consistently earns 5-star reviews from residents who’ve lived there three or four years. That’s hard to match. Tour it. Meet Lou and Liz. Decide for yourself.

Need Help Finding the Right Senior Community?

My service is free. The apartment community pays my referral fee from their marketing budget. Your rent is the same whether you use me or apply on your own.

I know which income restricted communities in the Austin area are currently accepting applications, which ones take Section 8, and which ones have immediate availability versus a waitlist. I also work with seniors who have screening challenges like lower credit scores or limited rental history.
